Another option is gamification. Friend of mine got a group together and had a monthly competition of who could keep them talking the longest and waste their time. What they found was call rate dropped over time so maybe the time wasting gets recorded. In the mean time, you have a competition and monthly prizes! (My friend held the record at over 4 hours which is a little insane)
