besides being unpopular, it is largely unnecessary, much easier to make everyone poor and then offer a high salary to join...
Drafts are about culling the population. You draft involuntarily and you get to pick who gets sent to the wood chipper. If they flee you get rid of them all the same. Win/win as far as the military industrial complex is concerned.
