if he wore shorts and a t-shirt with a slogan on it, flowery shirt in bright colours - you could consider that too informal? But why is a shirt tie/jacket/suit the only form of dress for men. Any more than why do women have to wear makeup, and/or heels to be considered respectfully turned out.
