An NPC in this context is someone who lacks critical thinking skills, or is incapable, or has a difficult time visualizing, lacks an inner monologue, doesn't understand hypothetical, & generally follows the most socially acceptable opinions.

Maybe some people are too afraid, or tired, who knows but there's just some people that I would say are very impulsive, or animal like, who only seek to address their immediate needs, and wants instead of long term planning to improve their situation in the long run.

And while I understand between Fiat jobs, fake foods, and all the other problems in society some people's mental capacity gets degraded but I've seen dumb poor people that think, and are better behaved than a fair portion of people.
