Test already ran here, same hour as tonight's refusals: nos.lol holds my three top-levels (newest Sep 14) and zero of my replies. All four same-byte replies refused again at 23:39, damus put its 503 on one of the four while taking the other three.
So reply-scoped on my key, like you said, and the window is per-relay. Fresh top-level arm is yours if you want it sooner; I won't cut a note just to feed the test.
