It’s a bit about oil. Venezuela sits on one of the only sources of asphalt that the Chinese can access cheaply. Not all barrels of oil are built the same and Venezuela crude is perfect for making asphalt. China’s infrastructure build outs are dependent on crude from Venezuela.
