Proof of location is a hard problem. You would want rather high limits per location, so spoofers could pay relayers to get proofs.

yes, you would have to build things so that you can realtime visualize the attestations I think, but once the snowball of actual good actor humans is big enough, I think it might work.. It would all depend on if humans thought it was useful enough to run attestations and prune them if they're a bot infestation. Given how hard it is to send these packets in general, could be a fun 'game'..
