A code of conduct is the HR department of open source. It exists to protect the community and the project maintainers from bad actors, not to protect the actors (bad or otherwise) from the maintainers. Project maintainers are, by definition, accountable through very different mechanisms (ultimately forking) in ways that community members are not and frequently have to exercise their own judgement.
