A good thing is using Featherwallet on Tails without internet.
Or you could use Cupcake, Anonnero, or Sidekick to make an old mobile phone without connectivity your hardware wallet replacement. I don't know about the current state of XMRSigner (stateless SeedSigner for Monero).
Most recently I came to the conclusion that setting up a seed with passphrase (that itself is a seed or multisig seed) is what delivers a lot of security and plausible deniability while staying usable.
Personally I do think generating ones seed on Tails through Feather (with or without dice is fine) then combine this with a multisig passpharse generated on Trezor (if necessary put those parts in different geolocations.
Use the first seed as daily spending account.
Use the second seed as your monthly checking account.
Use the combination big both as cold storage.
Memorise those two seeds. Enjoy life.
