It is not a random clip taken out of context. It is a very specific admition just a few days after the public release of 4.0.1. The usb bug from 4.0.0 ( that is being used to hand wave away this statement ) was never public and therefore no one was vulnerable to a USB bug. You couldn't have "stolen everyone's bitcoin" with that bug but you could with the entropy bug.
