With the World Cup happening, if a random pub has England flags flying, it doesn't bother me, it just means that Sport is likely to be happening there, and all is well. In the absence of anything like that, the same flag (x10 or more, in particular) on a random pub is a clear sign that I will probably not be welcome there for looking a bit foreign.
