Weird question: is anyone writing federated software for public libraries? As in, the public places where you check out books?

I feel like this could be a valid use-case, but haven’t ever really heard anything about it. It would be interesting if libraries could federate their book catalogues, maybe even offer links to download digital books from another library in their network?
