This is actually a really interesting clip because Kerry is entirely correct in his overall analysis - democracies cannot function in this age.

When they cannot wrangle people to their narratives any more they lose their legitimacy which (rightly) terrifies them. That’s what is really behind these attempts at controlling social media across the world.
