Every note starts as a "low cost" interaction until people see it and decide whether to send a zap. Most notes are not zap worthy, although we sometimes send a zap to encourage the author to continue contributing. There can be useful information in a "low cost" interaction, it simply hasn't reached enough eyeballs to borrow an expression from the dotcom era.
