It should be the default below a certain follower count but there needs to be a flag when posting to tell relays to hold onto that specific post.

I've said this many times. The user must get a control mechanism. Some posts are for all time (for my kid's kids) and others (most) should self destruct after 12 months. That allows for short term continuity of discussion but doesn't mean the conversation is burnt into all of history.
