Why is the Apple Dev account for 99 USD/yr required for users who just want to dl apps? Can't think of someone who will pay this

you can get shared developer certificate for $25 for lifetime, No KYC. The are many resellers and obviously it is not legal from Apple's perspective. I have been using it for last 2 years to sideload cracked apps on iPhone
