Race, and the inborn generally, are vastly more important than you suggest. The tendency to make cultures of a given type is itself inherited. Any objective long-term overview of Africa, South Asia, East Asia, the Middle East, and Europe will show you that. The fact that there are criminals among all races doesn't change that one bit.

The reason that humans, and not snails or chimps, created the printing press and Bitcoin and all culture is because of heritable brain differences. The same is true to a smaller degree among the human races. It's the heritable differences that really matter.

The reason that humans even exist is because groups -- not lone individuals -- of pre-humans separated from one another and remained separated, and only a few of these successfully went through the winnowing process and attained human status.

To think that this natural process must have been "equal" for all races or had equal results is preposterous. To think that this natural process is at an end, or that it ought to be ended, is the sheerest anti-Life madness. That would end human evolution, a tragedy beyond compare.

Like I said, no side -- right, left, or libertarian -- wants to face this truth. The underlying "the races are basically the same" quasi-religion of the modern world forbids it.

Even if Libertarians do manage to build a Galt's Gulch minimal-government utopia some day (I wouldn't oppose it), it's pretty much a foregone conclusion that 1) it would be overwhelmingly European and East Asian with the raw numbers and proportions favoring the former, and 2) it would, if successful, constitute the formation of a new race with characteristics selected by the biological types most attracted to it. So the biological/racial evolutionary model -- the "code" that all Life runs on -- would still prevail, as it always must.
