Hmm, that's definitely honest. And people can determine the truth of your statements simply because pretty much the only relevant reason to say them would be because you believe them.
Though I don't think it counts as discretion if you are fine with saying things that make it harder for people to get along with you.
Personally though, the more interesting scenario is if someone does have some kind of genuine belief in civic duty, or if they genuinely do believe they would make for a good partner. It's still possible to stick to statements that are verifiable in either subjective reality, but I think the discretion rule more directly results in the person having to confront what they really care about.
