afaicr NIP-29 was written by nostr:npub180cvv07tjdrrgpa0j7j7tmnyl2yr6yr7l8j4s3evf6u64th6gkwsyjh6w6 but who wrote it doesn't matter in my opinion. nostr is a commons.

cool thing is that nostr is permissionless and builders are free to do whatever they want even if others don't like it. for certain use cases censorship & moderation are a feature, not a bug, and nostr is flexible enough to accommodate those: see NIP-29, https://kubo.watch/ etc.
