The natural incentives of a state are not in alignment with the incentives of the people. They are at odds with each other. Can take some time to see. The Founding Fathers did their best but even that was inadequate.

The state didn't suddenly become the enemy. People just got cameras in their pockets and protocols that can't be edited.
