When i lived in Germany years ago, I remember being amazed how easily you could get scolded for the tiniest "misbehaviors" like sound leaking out your *headphones* or very minor "errors" in the bus or supermarket, or neighbors commenting on your garbage separation skills, etc - but when a real misbehavior happens - like someone getting actually aggressive in public - the scolders disappear and no one does or says anything...
