If it only means supporting kind 2003 events for display, and clicking them simply opens the local torrent client for downloading, I would be okay with that.

About kind 2004, I have no idea and don't even know who proposed it. The description says:
"This event works exactly like a kind 1 and should follow NIP-10 for tagging."
Only explanation I can come up with is that you can filter torrent comments: if your client doesn't support viewing 2003s seeing comments on that event would be odd. But then again I'm sure that's the case with other kinds already.
