I’d say only tax payers get to vote and if one chooses not to vote they get to opt out of taxes. It’s not immediately clear why people who aren’t paying the bill should get say or why people who aren’t putting in a say should have to pay the bill.

I agree, regarding something easily assignable to a particular person, like income taxes. Since there should be no taxation without representation. I would tend to make federal voting sex-neutral, but require the ability/fitness and willingness to sign on to the draft. And you should have to renew ...
