Is the camera fully functional when using Graphene OS?

Yes, it is. You can download from Play Store the Google Camera and it works perfectly.

Also if you weren't aware, GrapheneOS latest release provides full GCam functionality without the need to install the sandboxed Play Services. So you don't need to use Play Store, install from Aurora Store if you wish and it'll just work. Need anything else please reach out.
