I can see his point though. I'm rather relaxed at the moment, as I don't see "a majority" of miners actively supporting bad actors. As soon as the first bad acts are revealed, others will see their chance to jump in and raise their good actor profit...

It's how bitcoin works. Nodes run the rules they agree with. Luke might have a bit of a contrarian take on what should be allowed, but if the majority of miners mine blocks agreeing with his rules, and it's the most PoW chain, then it's bitcoin. Time will tell.
