Every phone made for those with hearing loss seeks to address the problem by amplifying the volume of the phone.
It's not necessarily effective (as the problem of hearing loss is typically reduction in receptive frequency range, starting with higher frequencies, an issue which higher amplitude does nothing to address) but there's a widely accepted cultural placebo commitment to the idea that cranking up the volume must make hearing easier.
This akin to folk responding to someone who does not speak one's language by raising their voice and repeating the language that the person doesn't understand, as if cranking the volume will grant one's listener fluency.
