I found them through an online tech support service. One of their site's forms doesn't have a working captcha. While trying to get that in place, I saw how outdated everything was. Today, I tried to upgrade them to the newest version (it's a Joomla site), but ran into a circular dead-end.
He was already prepared to hear, "You'll need to start over.", thank goodness. I don't think he's shopped around yet, since he asked me if I could be a consultant, or be able to make a new site for him. Since I have plenty of available time, and the proper skills, I jumped at the chance. He said the organization has a budget for this, and I'm sure they don't mind making payments, if that's needed. Right now all of their users are getting spammed daily, and they really are fed up with that.
