In a free market you can't enforce such a measure. The solution by tech companies is simple: just redefine "private" to be "trust me, bro" privacy.
Besides, most of the tech itself never was private to begin with. So the more reasonable thing is to update users' baseline expectations: UNLESS YOU HAVE STRONG CONFIRMATION, IT'S NOT PRIVATE.
