If we stop the childish tribal fighting and gradually and carefully tighten consensus rules over time to protect the monetary use cases, then it should be a soft-fork every time. All old nodes running old consensus rules would still validate the new blocks - only spammers should be impacted. Periodic spam mitigation could be bundled in with periodic security patches. If Core decided to do this, it wouldn’t even be contentious because most node runners use Core and its defaults. That would also end the concerns people have about Luke’s puritan views because Core could simply focus on spam mitigation and none of the other things Luke might want in the long term.
