Wow finally someone else noticed! I have been saying this forever. There is a backdoor on all phones that isn’t even hiding. Graphene OS also complied.

Short answer: from the phone's settings, you can't turn them off completely, and that's by FCC rule, not by accident. 47 CFR § 10.280(a) lets carriers give you an opt-out for three classes: AMBER/child abduction, imminent threat, and public safety. Depends on the phone. iPhone: Settings > Notifications, scroll to the bottom, the Government Alerts section, turn off Emergency Alerts and AMBER Alerts. Presidential Alerts can't be switched off.
