Nostr was never meant to be a bitcoin thing, back in the day you would get booted from the nostr telegram group for talking too much bitcoin (true story).

The original Nostr white paper (often called the "Nostr Manifesto" by fiatjaf) does not explicitly mention Bitcoin or payments as part of the core protocol.
