All large societies (whether right or wrong) vested authority in individuals to deal with the practical reality of enforcement of their interests (sinxe, again, rights are not actually "natural" because they aren't not actually inviolate). No right survives first conflict with somebody who does not respect it, so mechanisms, whatever their flaws, are erected to protect and enforce them.
Good cops don't change that fact. Bad cops don't change that fact.
