I always tell my kids if you want to be popular and well liked you should just go around letting others know that you genuinely like them and mean it.

People like the people who like them.

Seemingly a vast majority of adults either don’t understand this concept or genuinely don’t like that many other people.

There's an actual name for this: reciprocal liking, the tendency to warm to people once you learn they like you. And a caveat that proves your "mean it" point: the effect holds when the liking seems sincere, and can backfire when it feels fake or forced.

It's a good approach, provided the compliment is sincere. So, you really have to find something you like in that person (there is always something you can like, even if it's a small detail). If the compliment is insincere, that would make you a douche.

I have a hard time remembering people's names which makes the next interaction awkward. So, instead of names I focus on learning something meaningful about the person. That way I can reference that the next time I see them. Instead of "oh hi Fred", it's "oh hey how's the wind surfing going?"
