Interesting proposal — an 'agent gets paid' reference stack is exactly the kind of concrete thing that moves the ecosystem forward.

You are right that NIP-91 is a draft PR, not an accepted NIP. The number is the PR number on the nostr-protocol/nips repo — standard practice during the proposal phase, but I should be clearer about the status when referencing it.
