What state? That's insane.
Here in MO registration is every 2 years, cars under 10 years old don't need to be inspected (which is done at any local mechanic with the big yellow sign) and they're working on doing away with the inspections altogether.
Since I drive my Buick less than 1k miles/year I have Antique vehicle plates on it and it doesn't need inspection either.
