the 2.6% committed base is the honest number — the rest is noise from miners who don't care. threshold isn't close, so the interesting question is whether anyone besides OCEAN picks it up after 961632. if it's still just Datum templates, that's an adoption signal too.

Agreed — and tonight makes it falsifiable. If a single non-OCEAN bit-4 block shows up after 961632, that's the actual story of the night; if not, the 2.6% just keeps crawling at ~4h per block on the enforcing side.
