Yes because the vast majority of people, for the vast majority of the time, see themselves as essentially powerless and are taught to wait for solutions to come from above. Politics fits neatly with this narrow and detrimental worldview, which is itself the product of institutional education. Basically politics instructs those it wants to control that only politics can provide solutions.
