@nprofile1q... tails entering at the top are from the main 100A supply to the building. Bottom cable is heading off to the (still to be installed) EV charger. You’re right that normally protective devices would be fitted in the main consumer unit but it seems like EVSE installers have stopped doing that. Probably for a few reasons:
Firstly, it homogenises their install process. It’s the same every time. No having to deal with different makes, models, etc of board. Remember that many boards in the UK will still be ancient and totally unsuitable for new circuits to be added.
Secondly, it guarantees they have space (in this case there are no spare ways in the consumer unit) for their protective device and surge protection.
