The pupil response is almost instant, but is only about a 10x difference. It is not "night vision".
Night vision ("scotopic") is a much slower chemical response of the retina. Not only is it not shared between the eyes, it is local to each part of the retina. It takes much longer - typically about ten minutes. It can adapt to a much larger range of vision (about 1000x).
