So bip-110 failing means the bitcoin protocol is now centralized? Is there an explainer for a simpleton to read?

Not really. Its a complex and nuanced discussion.
Bip-110 wanted to keep the blockchain small so that anyone can run an unpruned node on an old phone or laptop and not need a massive drive or have to run a pruned node.
The miners got together and decided to ignore the softfork.
I.E. the miners are in charge of the protocol.
Its the first stumble on a steep slippery slope of centralization.

The miners did not "get together" they just didn't do anything. Opening OP_RETURN had no significant effect on bloat as block sizes themselves are the same as they always were. I am a miner myself, I run a signifigant number of machines with one of the "Big Companies" but I could change my pool...
