That's been their only leverage thus far, whenever similar stuff was announced: If you do X we will be forced to leave $country. I guess they hope it’ll move a sufficient part of their user base to action.

The very fact that this is possible is a weakness of the Signal project. It’s like saying, "Oh, the government doesn't like that Monero exists. We will shut it down, unless you start loving it". Signal doesn't give users the same freedom as SimpleX or even the old/outdated XMPP.
