Yes. I think Elon is saying Terrestrial nuclear is a waste of time.
He is modern day PT Barnum huckster salesman that surrounded himself with brilliant people. He is looking for government handouts and subsidies. Terrestrial nuclear power is the way until we can build a Dyson Sphere around the sun.
