There was a hypothesis that functional democracy is only potentially (but not guaranteed to be) possible in a nation with 90+ IQ, which is a very round number so probably a ballpark figure. That would rule out ~130 countries though

And beyond intellectual smarts, their emotional smarts are also lacking. So the part of them that gets mad at whatever their beliefs are short circuits the part of them that can rationally think out the situation at hand. This is how politicians become so powerful, they just play on this truth.
