This is probably a very cheap gas station and has nothing to do with a shortage (yet). Even 20€ more on gasolina is a lot with Spanish income.

In Tenerife the situation is calm, but I haven't checked the cheapest gasolineras, probably also a queue 15 Cents per liter is easily 6€ which is a LOT for locals.
