I am already paying for relays by giving them unencrypted data.[1] If a relay expects me to pay on top of that, it’s double dipping. If a “friend” system is implemented so that most notes are encrypted by default, then it would make sense to pay a relay. Because encrypted notes have no value to them otherwise.
