Any military strategist that thinks HG Wells bombs are real is going to get their ass royally kicked. No different to being frightened about roy rogers death rays or photonic torpedos - you'd be way better off kicking them to the curb and going it alone. This character is casting a well worn-out NPC spell and no one in his circle is capable of even conceiving any different hence the perpetually offended attitude.
