I think I missed a key detail in trying to understand the scam. It looks like the scammer paid BTC to the bitcoin buyer, the bitcoin buyer paid for the item, and the scammer recieved the item. So how does the scammer get his BTC back afterwards?

exactly, I'm also stuck on this reasoning, from the way it's described it seems that everyone gets what they ask for, I also don't understand how the scammer can recover his BTC

The bitcoin seller (scammer) on robosats doesn't get or give anything because the money for it is send to the item seller which sends the item to the scammer. The robosats platform is only used to get the revolut details.
