I tried a basic Youtube and a basic Google account creation earlier on PC without doing the privacy browser thing and they, of course, gave no "Skip" button on the phone number part.
Tried the directions you provided above for the mobile option but my user experience didn't match up with the description provided. When I go into the mail settings and hit "Add Account", it asks for the email address and does not give me the option to create one. It assumes I have already created one via Google and now I just need to link it to my mail app.
As for the PC option, I'm trying the privacy browser and instead of making me enter a phone number, it's giving me a QR code to scan and it's telling me that it wants to verify my phone number or verify info about my device.☹
