Pubky's framework is similar to the internet. The creator figured out how to use the same DNS servers I think. The only difference is that instead of being able to host anything, you are only able to host blog posts. You still need a host server and I think you still need to backup and migrate your posts if you get censored. I could be wrong though.

I asked the creator a lot of questions, but the answers were exaggerated and unclear.

Pubky uses public keys you control as domain names. PKDNS. It is powered by the millions of nodes that power torrents. You can host anything this way, not just posts. Learn at pubky.org
