Right, okay after re-reading the BIP there is no official signaling mechanism. But if miners are deliberately setting coinbase nLockTime = height - 1 and nSequence != 0xffffffff, that seems reasonably interpretable as support for BIP54, since that is the exact coinbase pattern the BIP specifies.
